Progress Made in Bhutan-China Boundary Dispute Talks: Increased Frequency of Meetings and Three-Step Roadmap Show Promise

Bhutan and China have recently expressed optimism regarding the resolution of their longstanding boundary dispute, following talks held in Thimphu, Bhutan. The discussions marked the 12th Expert Group Meeting (EGM), which oversees the actual boundary negotiations between the two countries. The meeting, held just four months after the previous EGM in Kunming, emphasized the significance of increasing the frequency of their engagements to expedite progress.

While the talks did not yield a breakthrough in terms of setting a specific date for the next round or the 25th round of boundary discussions, which have been on hold since 2016 due to a military standoff at Doklam, both parties agreed to hold them “as soon as possible at mutually convenient dates.” This commitment demonstrates a shared willingness to move forward with the resolution process.

In a joint statement issued by the Bhutanese and Chinese Foreign Ministers at the conclusion of the talks on May 24-25, they expressed confidence in the “Three-Step Roadmap,” a framework they have been utilizing to guide their negotiations. The roadmap outlines a three-stage approach to resolving the boundary dispute between Bhutan and China.

The first step involves completing the process of demarcation and delineation of the boundary, clarifying the exact extent of the disputed areas. The second step focuses on establishing a framework for bilateral cooperation in the border areas, ensuring peace, stability, and mutually beneficial development. Finally, the third step aims to reach a comprehensive and lasting solution that addresses the concerns and interests of both countries.

The reaffirmation of the roadmap’s importance and the agreement to enhance the frequency of their meetings underscore the commitment of both Bhutan and China to finding a mutually acceptable resolution. By intensifying their engagement and dialogue, they hope to make further progress in implementing the roadmap’s provisions.

The talks themselves were characterized by a warm and friendly atmosphere, reflective of the close ties of friendship and cooperation between Bhutan and China. These positive sentiments provide a conducive environment for productive discussions and contribute to the overall amicable nature of the negotiations.

The resumption of boundary talks between Bhutan and China marks a significant step forward in their bilateral relations. It reflects the willingness of both countries to address the long-standing issue and find a mutually satisfactory solution. The establishment of a clear and mutually agreed-upon boundary will not only contribute to regional stability but also pave the way for enhanced cooperation and development in the border areas.

As Bhutan and China work towards their next EGM, which is set to take place in Beijing, they will continue their efforts to build on the progress made during the recent talks in Thimphu. While challenges may persist, the commitment demonstrated by both sides and their shared desire to find a resolution bodes well for the future of Bhutan-China relations and the eventual settlement of their boundary dispute.
